Community Paramedicine Technician (CP-T) Program

The Community Paramedicine Technician (CPT) Program prepares EMS professionals to provide proactive, patient-centered care in patients’ homes and throughout the community. Community Paramedicine Technicians help patients manage chronic health conditions, navigate healthcare and social-service resources, address barriers to care, and achieve better health outcomes where they live.

This program is offered through a collaboration between United Training Center (UTC) and the Community Care Partnership of Maine (CCPM).

Program Format​

The CPT Program combines asynchronous online education, hands-on laboratory training, practical examinations, and supervised clinical experiences.

Online coursework is completed asynchronously within established program deadlines. Required in-person laboratory sessions are conducted at United Training Center in Lewiston, Maine. Students must also complete clinical rotations at approved clinical sites.

Program Curriculum

Students will develop the knowledge and skills necessary to function effectively in community-based healthcare environments, including:

• Foundations and principles of community paramedicine

• Social determinants of health and health equity

• Communication, cultural competency, and motivational interviewing

• Chronic disease management and patient education

• Behavioral health and substance-use considerations

• Care of pediatric, geriatric, obstetric, and other special populations

• Care considerations for individuals with intellectual and developmental disabilities

• Home-safety assessment and community-resource navigation

• Comprehensive physical assessment in the home environment

• Pharmacology, medication reconciliation, and medication support

• Telehealth and patient-centered monitoring technology

• Care coordination and interdisciplinary collaboration

• Documentation, ethics, professionalism, and patient confidentiality

Hands-On Laboratory Training — 24 Hours

Students participate in required in-person laboratory education designed to translate online learning into practical community paramedicine skills.

Laboratory activities may include:

• Home-safety and social determinants of health screening

• Comprehensive patient assessment

• Behavioral and cognitive assessments

• Telehealth facilitation

• Medication assessment and administration

• Specimen collection and handling

• Patient education and health coaching

• Community paramedicine documentation

• Case-based patient scenarios

Clinical Experience — 120 Hours

All students must successfully complete a minimum of 120 hours of supervised clinical education at program-approved clinical sites.

Clinical education is an essential component of the CPT Program and provides students with opportunities to apply community paramedicine concepts while working with patients, healthcare professionals, and community organizations.

Clinical experiences may include rotations or activities involving:

• Primary care

• Pediatrics

• Cardiology

• Pulmonology

• Wound care and wound management

• Home health

• Hospice and palliative care

• Behavioral health and substance-use services

• Street medicine and community outreach

• Programs serving older adults

• Care coordination and discharge planning

• Phlebotomy and specimen collection

• Other approved community-based healthcare experiences

Clinical Requirements

Students are responsible for completing all clinical requirements by the established program deadline. Clinical participation requires students to:

• Complete a minimum of 120 documented clinical hours.

• Complete all required clinical rotations and experiences assigned or approved by the program.

• Complete all clinical onboarding requirements before attending a clinical site.

• Maintain all required health, immunization, background-check, and other documentation required by UTC, CCPM, or individual clinical partners.

• Attend clinical experiences as scheduled and arrive prepared and on time.

• Perform only those skills and activities permitted by the program, clinical site, preceptor, and applicable scope of practice.

• Maintain appropriate patient confidentiality and comply with HIPAA and clinical-site requirements.

• Demonstrate professional conduct, communication, and appropriate interaction with patients, families, preceptors, and members of the healthcare team.

• Accurately document clinical hours, patient encounters, skills, and other required experiences using the program-designated documentation system.

• Obtain required preceptor verification and program approval of clinical experiences.

• Complete all clinical requirements no later than March 1, 2027.

Completion of the didactic portion of the course alone does not constitute completion of the CPT Program. Students must successfully complete all required didactic, laboratory, examination, clinical, documentation, and program requirements to be eligible for program completion.

Who Should Enroll?​

The CPT Program is designed for licensed AEMTs and Paramedics who want to:

• Expand their professional role into non-emergent, community-based healthcare.

• Support chronic disease management and preventive healthcare.

• Assist patients with healthcare and community-resource navigation.

• Participate in care coordination and interdisciplinary healthcare teams.

• Work more closely with patients and families in the home environment.

• Develop skills for emerging community paramedicine and integrated healthcare models.

• Advance their professional development within EMS.

Maine EMS Licensure​

Graduates who successfully complete the program meet the applicable educational requirement for Maine EMS Community Paramedicine Technician licensure. Completion of the UTC program does not, by itself, constitute issuance of a Maine EMS license.

Graduates are responsible for meeting all additional eligibility, application, documentation, and licensing requirements established by Maine EMS.

Tuition and Included Materials​

Total Program Tuition: $4,000.00

Tuition includes:

• Access to the program's online Learning Management System (LMS)

• Required laboratory instruction

• Clinical coordination

• Clinical identification badge

• Clinical shirt

• Program examinations and instructional resources provided by UTC

Required textbooks are not included in tuition. Textbook information will be provided before the program begins. Students or their sponsoring organizations are responsible for purchasing all required textbooks and any additional required materials identified by the program.

Admission and Program Completion Requirements

Applicants and enrolled students must:

• Hold a current Maine EMS AEMT or Paramedic license.

• Have reliable internet access and appropriate technology for online coursework.

• Complete all required asynchronous modules, assignments, and assessments within established deadlines.

• Attend all required in-person laboratory sessions.

• Successfully complete all required didactic and psychomotor examinations.

• Successfully complete a minimum of 120 hours of approved clinical education.

• Complete all required clinical documentation and onboarding requirements.

• Meet all program deadlines.

• Maintain professional conduct and comply with UTC, CCPM, clinical-site, and applicable regulatory requirements.
